On September 11 in the territory of the Youzhny IT park preparing for opening on the 7th floor of the Business center "League of the nations" (Suvorov St., 71) the ceremonial meeting devoted to Day of the programmer took place. On it the cooperation agreement in area of information and communication technologies, between the ministry of information technologies and communications of Don and JSC Regionalnaya korporation razvitiya is signed.
At a meeting S. V. Khomyakov made the report on the subject "Regional IT Platforms as Basis for Involvement of Developers of Socially Oriented Services". Its offers on involvement of investors and businessmen are consolidated to justification of need of preparation of special infrastructure for IT business development, including youth, embodied in a form of Regional IT platforms.
Unlike production of goods (where for investors important equipment by roads, both heating systems and other communications), for IT business, in addition, a push for innovations the program platforms which are specially prepared for creation, control and a conclusion to the market of new software products and services can become power.
On their basis it is possible to introduce not only programs of the electronic government with access to state services or automation of interdepartmental interaction which are already realized. IT businessmen (including small and youth initiative groups), could create own commercial initiatives - program applications, electronic services, services of electronic commerce in various areas. This development will inevitably attract larger investors in branch, new tax contributions to the budget of the region and will increase the level of informatization and quality of life of the population of the Rostov region.
Among already existing initiatives and concepts which can become platforms, acting are allocated:
"The Electronic Region — the Rostov Region" system with the regional information service tire, a subsystem "Open data",
Regional Geographic information system,
Navigation platform on the basis of GLONASS and the Platform of the Universal Electronic Card (UEC) which is transformed to the Electronic passport of the citizen.
The Internet-Fregat company took part in design and development of the concept of many of these platforms.
