The portal of monitoring of local governments of the Rostov region will allow Management of a regional and municipal policy of the Government of the Rostov region to carry out an assessment of key indicators of efficiency of activity of local governments of city districts and municipal regions of the Rostov region.
Data to the Portal will be submitted by specialists of local governments, and to control observance of terms of data and quality of the provided data there will be regional executive authorities and Rostovstat.
The portal will contain a large number of reports (the table, graphics, the histogram, a cartogram) that will allow to carry out the complex analysis of the provided data, including the analysis of personnel structure and current state of municipal service. Besides, on the basis of offers of regional executive authorities, the portal will allow to carry out preparation of the list of recommendations about improvement of a situation in municipality; to analyze execution of recommendations about the fixed directions, to form interim and total analytical reports.
Besides the closed section, the portal will contain as well the public part intended for the publication of reporting data and ratings of municipalities of the Rostov region and carrying out polls of the population for the purpose of an assessment of efficiency of activity of local governments of city districts and municipal areas.
Realization of a portal is carried out on the basis of the Factor web platform which is own development of the JSC Internet-Fregat company. On the Factor base we already realized a number of large regional projects, including:
• "system of Agrorost" for the Ministry of Agriculture and the food of the Rostov region;
• program complex for collecting and the analysis of information on development of investment climate of the Rostov region and the investment map of the Rostov region for Department of investments and business of the Rostov region.
